About the Company

A Public-Private Partnership Serving Obando, Bulacan

Based in the Municipality of Obando, Bulacan, Obando Water Company Inc. (OWCI) operates the local water and sanitation concession as a joint venture between the Obando Water District (OWD) and a private partner. The concession covers nine of Obando's eleven barangays, serving a population of around 60,000 residents.

OWCI's mandate includes network rehabilitation and expansion to improve water supply coverage, availability, and pressure across its service area, with average daily water demand expected to grow from roughly 8 million liters per day (MLD) toward 14 MLD as the concession progresses toward its 2041 end date. In October 2024, SMC Bulacan Water Services Corp. — a unit of San Miguel Corporation — acquired a 90% stake in OWCI, becoming the company's majority private partner alongside OWD.

Joint Venture Agreement Signed

A joint venture agreement is signed with the Obando Water District to formally develop the water supply system for the Municipality of Obando, Bulacan.

Concession Agreement Formalized

OWCI and OWD sign a concession agreement covering the design, construction, rehabilitation, operation, maintenance, financing, expansion, and management of water and sanitation services in Obando.

Network Investment Begins

OWCI begins disbursing capital toward an estimated ₱443 million capital expenditure plan aimed at rehabilitating and expanding the network beyond its existing coverage, availability, and pressure levels.

Ownership Transition to SMC

SMC Bulacan Water Services Corp., a unit of San Miguel Corporation, acquires a 90% stake in OWCI, becoming the company's majority private partner alongside the Obando Water District.

Serving Obando

OWCI continues to provide water and sanitation services to around 60,000 residents across nine barangays in Obando, under a concession running through 2041.
