Bulakan Water Company, Inc. was formed as a joint venture between a private water operator and the Bulakan Water District to operate the water supply and sanitation concession for the Municipality of Bulakan under a long-term service agreement. In October 2024, the private stake in the joint venture — previously held by a Manila Water Company subsidiary — was acquired by SMC Bulacan Water Services Corporation, which now serves as BWCI's joint-venture partner alongside the Bulakan Water District.
Through this arrangement, BWCI delivers potable water and sanitation services to households, businesses, and institutions across Bulakan, Bulacan, working alongside the Bulakan Water District to expand and maintain the town's water infrastructure.
